I imagine yes you can, though I haven't done it. With crock pot/slow cooker, you will still want to brown the meat, give the lemongrass a slight cook and soften the onion first to get the best flavor. So only transfer to slow cooker at the point you are adding the stock and coconut water. Then the simmer time can be cooking in the slow cooker - I would take a guess at around 6-7 hours on low or 3-4 hours on high. Pressure cooker you'll want the same general method of browning first etc but I'm not good enough at guessing times to give an estimate of cooking time after that.
